Klayton Fennell is the Vice President of Strategic Partnerships, Marketing & Communications for Full Circle Fiber Partners and has worked in the communications, technology, and media sector for over 30 years. Klay believes that broadband networks, technology, and inclusive media are great equalizers and incredible catalysts for economic and community development and communities' competitive standing and quality of life.

At Full Circle Fiber Partners, Klay focuses on creating value-added partnerships with existing and emerging broadband service providers, governments, and other institutions enabling Full Circle Fiber Partners to contribute its proven and best in class engineering, construction, and project management services to broadband deployment initiatives that are rooted in a variety of public private partnerships including the Broadband Equity, Access, and Deployment (BEAD) Program.

Before joining Full Circle Fiber, Klay founded Klay Grows It, a government, external, and community affairs practice, and was part of Comcast’s senior leadership team for over twenty years most recently as Senior Vice President of Government Affairs for its corporate office, and before that as Regional Vice President of Government Affairs, Community Impact, and Communications in Florida. Klay also held leadership positions at TESS Communications, and began his career in telecommunications at AT&T.

Klay earned his law degree from The Florida State University College of Law, and his undergraduate degree from Jacksonville University. He and his husband split their time between Southern New Jersey, South Florida, and New Mexico.
